Richard Bagwell was appointed Vice President of Human Resources for Consolidated Edison Company of New York, Inc. (Con Edison), on August 1, 2014. As Vice President of Human Resources, Bagwell is responsible for various human resources activities including Benefits, Compensation, Human Resource Support, Employee and Labor Relations, and Occupational Health. His responsibilities include developing human resources policies and programs for the company; negotiating and administering labor agreements and ensuring human resource compliance with federal, state and city regulations (e.g., FMLA, ERISA, HIPPA); directing the preparation of information requested or required for compliance; establishing wage and salary structure pay policies; implementing cost containment strategies for health benefit programs; negotiating administrative fees with health insurance carriers; recommending alternate benefit administrators and plan changes; managing a $16 million operating and maintenance budget; managing a staff of over 100 professionals; and developing, implementing and monitoring all aspects of the company’s executive compensation.
Prior to being appointed Vice President of Human Resources, Bagwell held the position of Director of Human Resources, Employee and Labor Relations at Con Edison, from March 2009 to July 2014. In that capacity he worked with senior management to construct policies that improved operating performance; negotiated and administered labor contracts; and oversaw a staff of 35 human resource professionals who worked with line organizations to maintain compliance and consistency with HR policies and procedures; and evaluated discipline, published reports, statistics and case studies to improve performance.
Bagwell joined Con Edison in 1973 and has held various managerial positions including Director of Auditing, Director of The Learning Center, Deputy Corporate Ombudsman, and BQ Overhead Construction Manager. He is a highly experienced operations executive who has demonstrated the ability to lead diverse teams of professionals to new levels of success. Bagwell has strong technical and business qualifications with an impressive track record of more than 15 years of hands-on experience in managing a large workforce, implementing and developing training, auditing, and compliance programs, as well as managing employee and labor relations. His organizational, analytical and managerial skills are exceptional.
Bagwell holds a BBA in Accounting from Pace University and an MBA in Finance from Iona College. He also graduated from the Executive Management Programs at Wharton Business School and Darden Graduate School.
Bagwell resides in Goldens Bridge, New York with his wife Lina. The couple has two children, Elaine and Lauren.
